The kennel chain shall be designed and constructed to provide a means to secure the dog to a suitable anchor and provide the dog a reasonable range movement during rest periods or other times the dog is not directly under the handler's control. The chain shall be capable of withstanding the dynamic load imparted by stopping a moving mass having kinetic energy of at least 120 foot-pounds transmitted through the snap hook along the length of the chain to the ring without failure or damage including; fracture of the snap hook, permanent deformation of the snap hook leaving a gap of more than 0.05 inch at the end of the bolt, fracture or permanent deformation of the ring, any link of the chain and any other hareware incorporated in the chain.
