A hand held, dual mode, near-miss or hit laser transmitter and associated circuitry encased in a pistol-shaped enclosure. Operation in the near-miss mode permits interrogation of the system to ascertain operational performance, while the hit mode enables the controller to disable and inhibit any system. The item includes a controller weapon key designed to deactivate a continuous buzzer alarm or reactivate a laser transmitter.
