Eccentric Head Bolt

An externally threaded fastener the head of which is usually flat with a periphery not concentric to the bolt shank. The head is not designed for wrenching. It may have a drive feature located at the threaded end, which can be used to rotate the screw and eccentric head into a locking position to secure a flanged or groove component.
